Introduction to School Board Administration

Bill Blackie

Bill is currently the Executive Director of the Ontario Association of School Business Officials and also operates a small consulting firm (B and B Consultants). He holds a Bachelor’s degree in science and a Master’s degree in Education. Prior to retirement Bill was the Superintendent of Human Resources for the Upper Grand District School Board. He has authored several science curriculum documents and articles on business operations. In his spare time Bill enjoys gourmet cooking, sailing and gardening.

Steven Parfeniuk

Steven is the Superintendent of Business and Treasurer of the Halton District School Board. Steven is a Certified Management Accountant; he graduated from McMaster University with a B.Comm in 1983. A lifelong learner, Steven completed the Ontario Institute for Studies in Education, Certificate in School Board management program as well as the Supervisory Officers Qualifications Program.

In addition to working with the Ministry of Education, Steven's career has taken him to senior positions with the Toronto District School Board, Durham District School Board and Lakehead District School Board as well as the Halton District School Board. Steven has been co-chair of the Council of Superintendents of Business of Ontario (COSBO), has chaired the Board of Directors of the School Boards Cooperative and has served as a member of the Ontario Public School Boards Finance team for several years. An avid triathlete, Steven will be competing in his second Ironman Triathlon in the summer of 2008.

Jeff Blackwell

Jeff is currently a Superintendent of Education with the Halton District School Board – a position he has held for the past 6 years. His current portfolio includes the supervision of 15 elementary and 3 high schools, as well as collective bargaining, implementation of collective agreements and change management. Prior to working at a senior board level, Jeff was an elementary school administrator for 18 years and a classroom teacher for 7 years

Jeff has been involved in the development and delivery of a multitude of leadership programs for administrators in the Halton District School Board, the Principals’ Qualification Program for the Ontario Principals’ Council and Supervisory Officers’ Qualification Program. He also co-designed and presented Emotional Intelligence and Effective Leadership workshops for school boards across Ontario.
